How To Unlock Metal Gear Solid 5's Secret Nuclear Cut-Scene

Metal Gear Solid 5: The Phantom Pain contains a heap of Easter eggs and for players to uncover. More recently, some details were confirmed about a secret nuclear cut-scene which is only watchable once a very specific set of parameters have been met.

According to the official Metal Gear Solid V strategy guide, players are required to complete Mission 31, and must not own or be developing a nuclear weapon. If they are in possession of any nukes, they must be dismantled.
The third condition states that "certain conditions related to nuclear proliferation" must be met on the regional server for the player's corresponding platform (PS4, Xbox One, PC, PS3, Xbox 360).
Finally, the fourth condition orders that all nuclear weapons on the regional server corresponding to the player's console or platform must be dismantled, with the total number of nukes on the server equal to zero.
When all four of these conditions have been met, the event will trigger. If nukes are developed after conditions three and four have been completed, then they can be dismantled to repeat the event. Evidently, some form of coordination between players on the same regional server is required to trigger this event.
Metal Gear Solid V: The Phantom Pain was released worldwide for PlayStation 4, Xbox One, PlayStation 3, Xbox 360, and PC on September 1. Some previously unearthed Easter eggs in the game include references to Konami's experimental horror game P.T., which has been cancelled. Hideo Kojima himself has also made a cameo appearance in The Phantom Pain as a "special volunteer."
Last week Konami discussed plans to develop a new entry to the Metal Gear series, but did not address the extent of Kojima's involvement. Kojima reportedly left Konami on October 9 after almost three decades at the company. Konami denied reports of his departure, claiming he is still an employee and is instead on vacation.
In July, the Japanese voice actor for Metal Gear Solid's Snake stated that Kojima Productions no longer existed as a development studio.
