There won't be a standard or anything.
It will depend on the individual card.
Right now, I wouldn't think of getting a PSU under 450w, with 500-550w recommended.
30-40amps on the +12v rail will be enough for single top of the line GPU, or dual mid-high end GPUs.

why under 450w. i though the new 8800gtx needs like 600watts.

No, I said 450w is the bare minimum you should get, with 500-550w recommended.
The 8800GTX only needs 450w with 30a on the +12v.

Currently the best bang for the buck is the $60 Sunbeam Nuuo modular 550w
The next best bang for the buck, especially for high-end rigs, is the $106 Corsair 520w, which can barely handle dual 8800GTXs. The next step up from there is the $124 Corsair 620w.
The only place to go from there is to the best PSUs made, which are PCP&C.
The refurbished PCP&C 750w Silencer is a steal at $170, it has a single 60amp rail.
