But the VR? Valve did good work with HTC from what it seems, in addition to Steam Link and Steam Controller. I trust them to do a good job with a new VR headset.

May, 3 letters. HTC, 3 letters. GDC, 3 letters. 3+3+3=9. 9 letters, its 2019, the article is from march 29th. That's 3 9's. Half life 1&2 were both AAA games. 27-9-9=9, 3rd AAA game on the way. Half life 3 confirmed.
I'd be very surprised if they made a mainline game VR focused. A spin-off perhaps.
Does a prequel situation count? Not really a spinoff but not a continuation.

WHAT WE KNOW:
Valve has specifically said they are working on three "full length" single player VR games.
There have been substantial and continual leaks (since I think 2015? 2016?) in DOTA 2 updates regarding a project refered to as "hlvr." You can look up the details.
SPECULATION:
The rumors are that "hlvr" refers to a Half Life spinoff, taking place before Half Life 2 (where you play as Alyx). This part is not conformable, however.
What is this half life you speak of?
Is this the tail from long ago when cars ride on the ground and there were building that reached the sky...all before the great boom boom white light?

WIll be hilarious when it reveals to be a mobile game.
It's specifically related to their VR hardware, and that certainly isn't a mobile headset either.
Might just be a port of previous Half Life games to VR. Either way I am curious to see what it is
Gabe had an interview in 2017 where he said VR wouldn't be a success if people just took existing games and ported them. He was then asked if the 3 VR games they are working on are intended to be killer apps, and Gabe said he hopes so.
Well, I have argued HL could be instrumental by Valve if userbase drops, maybe in this case to thwart threat of Epic's aggressive moves into PC digital retail, but seems like using HL to drive a VR push could squander that goodwill.
Prepare to be disappointed because the last time valve teased and showed a game from it's biggest franchises it was Portal bridge constructor; not a bad game but certainly not what everyone was expecting.
I'm expecting a prequel to Half Life 2 made for VR. It's not like I'm expecting Half Life 3.

Steam exists as a response to hackers who basically stole the entire early build of the game, it was also an important part of the infrastructure of multiplayer as the majority of people were getting it for Counterstrike, designed around frequent updates, which at the time, wasn't the norm for pc gaming. In fact we can safely say they popularized it.
Halflife 2 itself contrary to other games at the time (specifically Doom 3) was designed to be played on the widest range of machines possible, with disability, multiple systems, multiple control schemes and free graphical and visual upgrades tantamount to remastering as future games were released.
We've also seen a multiple Portal titles, both of which spin-offs than a new entry, one of them being VR. As well as Left4dead 2 combining 1/2 free of charge, keeping the original incarnation as also an option.
Unlike Epic Valve does not force developers to be exclusive and unlike Nintendo they do not close down fan projects, in some cases such as Black Mesa they support them.
Your logic is very bad. It comes across as a teenager trying to be contrarian with paper cutting edginess, without really thinking.
Given the hype of Episode 3, placing it on a limited VR only would simply be bad business and bad image resorting in obvious backlash.

Valve have stated they originally envisioned an Alyx Vance spin off, but like many projects it was canned. A prequel of some sort seems far more likely.
