Pay first then get banned

Just got banned for playing artillery and having 2 players ram into what I was firing at from the other side of the map. Since we can no longer damage team players by shooting them, why is this rule still here? It's basically getting banned for an unintentional and yet "no harm done" other than the stun, accident. No player should be banned for a situation like that in any game. Besides, artillery shots are too expensive to be launching them at your own teammates.
