So... looking at the latest code of conduct, using terms for disabilities, e.g. "retard", in derogatory manners are not offenses anymore? The code doesn't have a clause which specifically mentions that.

Please note the following excerpt from the user code of conduct. It would cover such discriminatory language.

No personal attacks or use of discriminatory language

Including but not limited to hateful personal attacks against other members, sexism, racism, homophobic slurs or similar statements. Ad hominem and other distracting attacks do not add anything to the conversation.
