That's because 90%+ percent of PCs aren't built for gaming.not unless theyre directx10 games w/ atleast 2gigs of memory
Gaming PCs can handle Mass Effect at a higher quality than ANY console can, though.

But ya know what.....?
In 2 years, even a semi-decent gaming PC (by todays standards), can be upgraded beyond PS3/360 capabilities for minimal investment. Minimal meaning less than respective console price. Unless of course Sony gets desperate and starts giving out PS3s for free:)
