hi, Officer Authority can be eligable when ever wants to delete any thread.
Threads deletion by officers can give them the ability of creating threads only for personal spam purposes and then deleting it without infoming any one. please if there any indication for the other officers or an agreement from the leader, may be it will help.
Reserving a full page by any user, enetered his posts which is a pure off topic must be waraned(like what r u listining? threads some times there are pages only posted by the same person!).
