Games that support modding, off the top of my head:

  • Half-Life 2
  • Cities: Skylines
  • The Elder Scrolls: Skyrim
  • GTA V
  • Minecraft
  • Kerbal Space Program

Just go on Steam and look at what games have a lot of "Workshop" stuff.

Modding Skyrim and it almost becomes a new game.

I haven't tried modding GTA V except for changing how fast the in-game timer runs.

A bit of an odd question. You don’t use games to “get into modding”, modding’s the means, not the end.

If you’re wondering what game is a good starting point to understand the basics of what it takes to mod, if you’ve modded one game, you’ve pretty much modded them all. All it is is copying, pasting, and overwriting files with a bit of troubleshooting compatibility at times. If you know your way around Windows Explorer, you know how to mod, although things like Steam Workshop have gotten rid of the manual work and streamlined the process. Think of a game you like and research if it has mod support. If it does, they’ll be instructions in the mod file to follow.

As for a game that is amazing modded and has a thriving community behind it: STALKER, if you’re into it.

Skyrim is no brainer here.

Garry's Mod - basically the whole game is built on modding.

Minecraft I guess if you're into it.

I have been modding in games as cs 1.6, CS:GO, Minecraft and Rust. Of those I must say that Rust is the easiest one and CS:GO is the hardest.

It all depend on what you want to do but when I was modding in CSGO it was really hard to find information about how some parts work (mostly server and level editor related, sourcemod works nice). For the most part with Rust it was easy to find information about how things was structured and worked.

If you like driving games, there's BeamNG.drive. It has a good modding community.
