Is my AMD Sapphire 6800 broken?

Can anyone here with a 6800 replicate this problem? My videos (I think just AVC-encoded videos) stutter back and forth between frames in the first few seconds of seeking to a particular spot, unless I turn off hardware acceleration. Both in VLC and MPC-HC. Happened both on Windows 11 and 10. I know it's AMD because I didn't have the issue when I still used my Nvidia 2060 with the same CPU (i5-12600K) and other software. This happens with the AMD card even after I did a fresh install of Windows 10. If that's just part of the experience, I don't need to do an exchange. But if not...

Have been playing games mostly without problems.

Sounds like an AMD driver issue and not specific to your card. If the playback is good without using hardware acceleration, I would not worry about it.

I think the new AMD update fixed a bunch of stuff. My AVC-encoded videos are no longer spazzing out between frames when I seek somewhere with hardware decoding. Tried DXVA2 native, copyback, D3D11. All good. I can also select AMD FreeSync with my Sony TV now. The last driver locked me out of that. Most I could do back then was enable it at 48-120 Hz through Custom Resolution Utility. madVR's HDR colors look right again. They were washed out before. I'm on Windows 11.
