Video editing software?

I’m searching for any good software that will allow me to go into a video file and allow me to touch up flaws. Not cropping, adding effects, or other generalized changes, but letting me go into the clip frame by frame with tools to touch up elements, remove blotches, change pixel colors, etc. I need to be able to change each frame like a picture and then save it as a video again.

I’ve searched around and can’t find even a mention of any type of programs that would allow this, but I know some must exist. Is this only professional grade wares that require training and are expensive or does anyone know of a free version that’s somewhat easy to use?

Thanks, but most of these are already what I know about. Again, I need a program that will allow me to dissect and video frame by frame, and draw on those frames.

I already have programs to fix shake, correct colors, use filtering. I want to be able to manipulate the content of a video itself, introduce outside elements that weren't originally there, not simply alter what's already concrete.
