Horse armo.... ok ok, kidding all aside,
I'm gonna go with Citadel for Mass Effect 3. It had some cool set pieces for its main mission, but what really sets it at the top is the whole second act where you/Shepard has the chance to expand the relationship with the ME cast, from the variety of individual social engagements in that new "Vegas" section of the Citadel, and culminating in the party at Shepard's new loft... just so many memorable group interactions that made for a genuine team bonding experience. It was like celebrating the holidays with family. I really found it hard to go back to the war with the Reapers, just wanted to stay in that loft and chill with my posse. ?
And I do have to give a mention to Lair of the Shadow Broker; such a rich campaign with a diverse mix of mission scenes - crime scene investigation, skycar chase, the battles on the exterior of the Shadow Broker's ship with that amazing storm clouds backdrop, and well done boss battles. Sure it's campaign is better than that in the Citadel, but again for the bonding moments in the party, just gives Citadel the edge.
