Is the written test the computer one? I took it for my temporary license permit and it was pretty easy. The first question was "what do you do at this sign?" It was a picture of a stop sign lol.
What other people have already said is right. Mods can help the experience but NPC's in Skyrim are TERRIBLE. The world really feels very static and dull now that I play it again. Having said that, it's still one of my favorite games of all time.
try removing each mod one by one and see which one is the issue. Then once you located the mod install all the others except the problem and see if the issue persists or if it is fixed. Also once you find the problem mod try re downloading it as you may have just gotten a corrupted file. That seems like the possible scenario since missing textures should be more of a missing file and not a mod conflict. More than likely skyrim hd 2k textures may be the problem because it covers the most items.
Generally texture improvement mods shouldn't conflict like say two mods that both change combat or ai for instance. With graphics mods one will overwrite the other but it shouldn't cause missing textures. As horgen said skyrim nexus would be a better place to check as the mod causing the issue may have your issue listed as a bug with a fix.
Also check out this mod. I have played with this preset before it offers some of the best options and visuals. He has a very detailed list of mods and a guide to help you along. Be warned if you install all of the mods it will chew through vram like crazy so some fps hit can be expected but I have a 970 and run at 60fps. Skyrim Realvision
Also a program called Loot is very good for load order optimization and it will also help you understand if your are missing any .esps for mods causing instability. LOOT and a video to help you out with using loot. Gopher and Loot
