That's what every immigrant should be doing.

That system can work because we can vet who we allow in, make sure they aren't criminals, we also make them go through a process that even teaches them about our country, and there is a population Cap on how many we can take per year. 1 million per year. (We take more legal immigrants than any other country in the world). Once we hit that cap we can't allow more until next year. There are good reasons we cap on the amount allowed to come in per year. Having no cap is unsustainable for any country. That's why having secure borders is important.
