    In Samurai Shodown VI to play as the judge/referee in versus mode, all you do is press the + button on the Wii remote during the character selection screen.

    On the character select screen in any mode, highlight Galford and press the following:

    right, left, left, right, right, left, left, right + any button Play as Poppy
