The only bad thing they said about it was the story/characters weren't well developed, but should that take a whole point away? If they included more in depth story about Nathan Hale (Which I don't care much for) than would it of gotten a 10/10?

Contrary to what appears to be popular opinion, games don't all start out as 10s and then have points deducted from them based on their shortcomings. You'd be closer to the truth if you assumed that all games started out as 1s and then earned points for what they do well.
